Nostra Aetate: No Doctrine Changed — So Why Did Everything Change?

Vatican II's 1965 declaration on the Jews made no doctrinal change. So why do some so-called Catholics insist it changed Church teaching on the Jew? Also, why has sixty years of implementation produced near-zero Catholic Jewish conversions and formal statements denying the need to evangelize Jews?
